A levy is a general call to arms of the populace of the kingdom, including and especially of those who have no sworn duty to serve militarily. Levied troops are called militia, and are usually only drafted during times of emergency under . Levies can only be ordered by Parliamentary acts; the Great Charter of Valyria promises in section 7 that nobles must first receive a summons to Parliament before a military levy can be conscripted.
With regard to levies of extra taxation, the Great Charter of Valyria promises that no liege lord may levy a tax “directly from his free men.” It remains open to interpretation whether this precludes a liege lord levying an extra tax from his coloni. However, the same section seven outlines the assumption that Parliament may draft monetary as well as military levies from the general populace.
