The Royal Cabinet

The Royal Cabinet of Valyria is the decision-making body of the executive branch of Valyria, called the Crown. It consists of twelve appointed officers, called executors, who oversee nine different departments called Crown Branches. These executors are empowered to hire ministers called Yeomen of the Court to administrate these departments, and to direct the affairs of the same. As Valyrian government and legal traditions consider the personage of the King to be the “fount of law” in the kingdom, the power that resides in each of the ten Royal Cabinet executors is considered to have been metaphorically delegated by the King to each of them. In theory, whether the department in question deals with lawmaking, or with justice, with leadership of an army, or even decision-making about game preserves, all of these represent powers and purview of a monarch that have been assigned in their stead to the Royal Cabinet.

Each Valyrian king chooses the appointees of his Cabinet at his pleasure, and may even create or dissolve new Cabinet positions and departments entirely. The appointees may be drawn from any social class in Valyrian society, though typically the Royal Cabinet executors are at least gentlemen. No matter what social class an executor comes from, or whether or not he is actually a feudal lord, when fulfilling the office of any Royal Cabinet position, an executor is granted the courtesy title of “Lord.”

The first and most important three Royal Cabinet executors are termed “The Great Officers of State“, and in order of Precedence are:

The Lord Privy Seal (Hand of the King) , who is the primary officer of the Royal Cabinet and oversees all other Cabinet officers and departments.

The Lord Chancellor, who is the head of the Crown Branch called Chancery and also of Parliament.

The Lord Constable, who is the commander-in-chief of the Valyrian Army.

Currently the other nine Royal Cabinet positions include:

Lord Chamberlain, who is the chief officer of the royal household, and who is responsible for maintenance of kingdom stores and provisions, and also kingdom events and ceremonies.

Lord Admiral, who is the chief military officer of the Valyrian Navy, but is still under the command of the Lord Constable.

Lord Exchequer, who maintains the kingdom budget and is responsible for taxation, all of which is handled in the Crown Branch called the Exchequer.

Lord Steward of Trade, who keeps track of extant trade agreements and manages tariffs and tolls, and liaises for new trade contracts on behalf of Valyrian merchants.

Lord Diplomat, who is the chief executor responsible for foreign affairs.

Lord Warden, who manages all preserves, and is responsible for patrols and justice in all kingdom wilderness, called Royal Forest.

Lord Inquisitor, who is the executor in charge of domestic intelligence, headquartered in the Shadow Authority.

Lord Intelligencer, who is the executor in charge of foreign espionage, also working through the Shadow Authority.

Lord Justiciar, who is the chief executor of justice in King's Bench.

An executor of the Royal Cabinet should be addressed as “The Right Honorable the Lord Chancellor” and in person as “Your Lordship” or “My Lord.”
